The Platinum is blocked offline because the base trophy list includes mandatory GTA Online trophies.

PS5, PS4 17 base-game trophies require GTA Online

Reason

While the single-player story mode accounts for the majority of the map, missions, and collectibles, GTA V has a combined trophy list where 17 base-game trophies require playing GTA Online.

  • Mandatory Online Trophies: To earn the Platinum trophy, The Los Santos Legend, you must get all base trophies, which includes online achievements such as reaching Rank 100, Above the Law, earning 30 Platinum Medals, Decorated, winning competitive game modes, Numero Uno, and holding up all 20 stores, Stick Up Kid.
  • PS Plus and Server Requirements: Connecting to GTA Online requires an active PlayStation Network connection, an internet connection to Rockstar Services, and an active PlayStation Plus subscription on PS4 or PS5.

If you stay completely offline, you will only be able to unlock the 32 single-player Story Mode trophies, leaving you stuck at around 60-70% completion.
